Develops and administers the district’s compensation program, including salary surveys, service records, and alternative pay programs, such as stipends;
Develops and implements procedures for the preparation and updating of job descriptions and for the proper classification of positions in the district compensation plan;
Oversees compliance with federal wage and overtime laws and ensures proper timekeeping for nonexempt personnel;
Manages the district’s health insurance, optional employee benefits, and unemployment compensation benefit programs;
Maintains a strong working relationship with insurance vendors and third party administrators;
Implements and oversees effective district-wide employee recognition programs;
Coordinates communication and mediation processes for employee complaints, grievances, and concerns;
Monitors employee retention and turnover through analysis of data and exit interviews;
Ensures that the employee handbook and personnel directory are created, updated annually, and distributed;
Implements, administers and/or coordinates a wide variety of human resources and related programs such as wellness programs, retirement counseling programs, employee orientations, staff development, etc.;
Interprets and formulates personnel policy and procedures and provides related advice to administrators, employees and staff; recommends new or revised policies and/or procedures as warranted;
Ensures compliance with all state, federal, and district policies and guidelines, e.g. EEOC, OSHA, ADA, FLSA, DOL, etc.; consults with the district’s legal counsel on human resources matters as required;
Administers the approval and processing of certificate renewal credits as delegated by the SC Department of Education;
Serves in an advisory capacity as a member of the Superintendent’s Cabinet;
Master’s degree or higher in Human Resources or Education Administration or a related discipline and certification in human resources (preferred) with six to nine years of experience in Human Resources Management or School Administration; Demonstrated expertise in human resource operations,
leadership, and employment law or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.
