Job Purpose:
The Chief of Schools ensures significant achievement of student outcomes throughout the district. The Chief of Schools promotes a district-wide system of continuous improvement in supervision and leadership of all learning communities; collaborates with the Deputy Superintendent of Schools, the Chief Academic Officer, and the Learning Services Core Leadership Team; and supports principals as leaders.
Primary Position Responsibilities:
Provide the instructional expertise necessary to lead the Associate Superintendents of the Learning Communities as they directly assist principals in school management and curriculum implementation.
Collaborate with the Deputy Superintendent of Schools, the Chief Academic Officer as well as the Learning Services Core Leadership Team so that the Division accomplishes the development and implementation of content and competencies, supports teachers as designers of learning experiences, and provides overall support for teaching and learning.
Manage the support of principals as leaders.
Oversee the leading and supporting of professional learning opportunities that are designed to develop core competencies needed to be a successful building principal.
Oversee the facilitation of the hiring processes for selecting principals.
Oversee the development, support, and aligning of professional development opportunities for principals that are personalized and aligned with individual and needs of the learning communities.
Oversee the utilization of assessment data to identify strengths and opportunities for improvement in each assigned school.
Manage the accountability for the progress of the learning communities.
Manage the work to resolve parent concerns.
Oversee the Associate Superintendents' support to the principals as they work with appropriate Human Resources staff in resolving personnel issues.
Oversee the ongoing support by the Associate Superintendents to new principals as they facilitate and coordinate district services as needed.
Lead and supervise the Associate Superintendents of the Learning Communities.
Manage the work with learning community administrators to improve procedures and processes for efficiency and clarity and to ensure district-wide operating procedures and policies are implemented as written.
Manage the implementation of approved, timely, and clear evaluation tools based on current, relevant data to increase student learning.
Manage the utilization of data points to implement coaching and professional development to support principal and school growth.
Manage the Early Childhood Readiness Program and the department of School and Community Engagement.
Manage the evaluation of principals using PADEPP.
Oversee the coaching and direct assistance with instruction, hiring, budgets, and developing and monitoring school continuous improvement plans.
Manage the communication with school leaders and school visits.
Manage the support, monitoring, and assessment of principal performance.
Manage the process provided by the Associate Superintendents' process of written feedback to principals on whether the rate of growth is acceptable (above, on par with, or below district and national average).
Honor the confidentiality of sensitive information that pertains to the operation of the schools in the Learning Community.
Other duties as assigned by immediate supervisor.
Secondary Position Responsibilities:
Attend Board and District meetings
Serve as Liaison for Constituent District Board
Work with various community groups and ad hoc committees
Serve as a team member on the Learning Services Leadership team working collaboratively with your peers
Participates in professional networks
Keeps abreast of best practices and national research
Performs additional duties as assigned by the Superintendent of Schools
Required Qualifications/Experience & Training:
Master’s Degree
Minimum of 8-10 years in education with 5 of those years as a principal, assistant principal, or a minimum of years leading schools or academics at the district level
Proven track record as change agent
Knowledgeable in curriculum, assessment, and instructional programs for grades K-12
Licensing/Certification:
Current South Carolina Administration Certification (Elementary Principal/Supervisor, Secondary Principal/Supervisor, and/or Superintendent), or eligible for reciprocity
Valid South Carolina Driver’s License
