The ideal candidate will demonstrate successful management/supervisory experience in a wide array of operational sectors that may include, but not limited to, safety, security, crisis management, legal services, OSHA regulations, workplace risk-management, transportation, fleet services, maintenance, custodial services, certified and/or non-certified personnel, finance and/or budgeting, employee benefits, insurance management, food service, nursing/athletic training/health services, athletics, school resource officers, student discipline/attendance/truancy, capital improvements and/or large-scale construction projects, school bonds, facilities management, inventory control, long-range facilities planning, procurement policies/practices, project bidding, RFQ/RFP proposals, federal programs/regulations pertaining to operations, program evaluation, and strategic planning.
Duties and Responsibilities:
Leads and supervises the following departments and services: maintenance, facilities, capital projects, transportation, food service, staff benefits, nursing/athletic training, and athletics.
Develops and monitors budgets within each operational department.
Oversees, trains and monitors safety, security, crisis management, and risk management.
Guides and monitors facility improvement and capital projects.
Oversees and monitors the work of engineers, architects, and construction crews to ensure quality work aligned to contracted scope and specifications.
Facilitates long-range facility planning.
Supervises human resource functions within the district for non-instructional staff.
Recruits and screens non-instructional staff.
Coordinates and assists schools and departments with vacancy announcements, interviews, and selection of non-instructional staff.
Serves as the district’s liaison with the SC Department of Education regarding all operational policies, procedures, reporting, and compliance.
Manages and maintains non-instructional personnel records including licenses and/or certifications, transcripts, evaluations, and other required documents.
Ensures compliance and implementation of all District, state and federal policies, laws, and regulations.
Advises and assists building and district-level administrators in handling of personnel matters and performance evaluations of non-instructional staff.
Receives and responds to non-instructional employee inquiries, concerns, and complaints, regarding personnel policies and procedures.
Coordinates long-range planning within all operational departments.
Systematically reports on the status of district operations at the request of the superintendent.
Prepares drafts of needed board policies and administrative rules for the superintendent’s review and action and subsequent board presentation.
Serves as liaison to law enforcement and emergency services.
Assists in the development and implementation of the district strategic plan, policies, and procedures.
Assists in the district budgeting process

A Bachelor’s Degree from a fully accredited institution; however, a Master’s degree is preferred. Must have at least six years of operations management experience to include responsibilities for hiring, supervising and evaluating employees in addition to implementing employee performance improvement and/or corrective action plans.
