The job of the Chief Operations Officer consists of managing the planning, implementation, development, direction, assessment, and evaluation of the district’s operations and related activities; managing and monitoring assigned district components; and providing support to the Superintendent, Board of Trustees, and district administration as needed and/or assigned.
Qualifications:
Master’s Degree required.
Six years of progressively responsible senior management experience, preferably in a comparably sized municipal or educational institution.
Demonstrated leadership in working with students, staff, parents, and community.
Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
Performance Responsibilities:
Oversees and evaluates administration of assigned departments for the purpose of ensuring effective delivery of services to schools, departments, and the community.
Assists the Superintendent, Board of Trustees, and District administration for the purpose of formalizing long-range facilities plans, evaluating available resources, funding mechanisms, and projecting enrollment trends.
Oversees the preparation and presentation of studies, analyses, and reports concerning assigned district component areas for the purpose of conveying information on issues that are critical to effective decision making by the Board of Trustees, Superintendent, staff, administrators, and/or the public.
Administers various funds related to assigned District components for the purpose of ensuring their accuracy, integrity, availability for authorized use, and conformance with applicable statutes.
Prepares financial projections for the purpose of determining the budgets necessary to carry out the facility and operations master plans.
Prepares applications to State and other funding agencies for the purpose of initiating facility construction, upgrade, and repair projects.
Coordinates the analysis of sites, the acquisition of property, and development of designs and plans for the purpose of carrying out the District’s facilities master plan.
Performs a variety of personnel functions (e.g. interviewing, hiring, evaluation, training, staffing, scheduling, supervising, etc.) for the purpose of providing efficient departmental operations throughout the District.
Organizes and implements a pupil transportation system within the policies of the Board of Education.
Supervises contracted bus drivers, regular/sub drivers and monitors.
Identifies and communicates to District and State Administration the needs and accomplishments of the District’s Transportation Program.
Assists Route Coordinators in investigating accidents and incidents.
Coordinates the annual inspections for district-owned buses, maintains records, and bills individual schools for the cost of repairs.
Approves bus stops in safe locations.
Develops and provides in-service training and staff development opportunities.
Verifies commercial driver’s license training and testing to federal standards.
Keeps records for preparation of state and local reports.
Interprets transportation procedure and regulations to public and staff.
Makes recommendations that may improve transportation services and efficiency, such as rules and regulations for drivers and pupil conduct.
Assist with special projects as assigned.
Performs additional duties as may be assigned by the Superintendent.
