Provides effective leadership for the coordination, development and implementation of Financial Services’ goals consistent with the Finance and Board of Education policy and best practices; Supervises, evaluates, and provides staff development opportunities for direct reports; Assists with the annual audit preparation. Maintains audit work papers that are acceptable for submission to the external auditors for review and retention of their working papers; Supervises the payroll process to include timely Federal and State tax deposits, employee withholdings and employer fringes to ensure minimal liability exposure of the District; Supervises time and attendance to ensure all leave is entered and reported on a timely basis; Establishes and implements short- and long-range goals, objectives, policies and operating procedures; monitors and evaluates effectiveness and implements changes as necessary; Provides periodic training to district and school-level personnel on financial procedures; Performs account coding in compliance with the South Carolina Department of Education (SCDOE) Financial Handbook and the District’s automated financial software system; Assists the Chief Financial Officer in the development of the annual budget; Manages General Fund accounts, budget transfers, journal entries, etc.; Ensures compliance with all governing financial rules, regulations, and policies; Completes monthly reporting of Fund Balance to SCDOE per Proviso 1.3; Manages the District’s investment accounts and recommends strategies to ensure the District’s portfolio is balanced to meet current and future needs; Completes annual SCDOE Financial Reports; Assists the Chief Financial Officer with activities related to the annual bond issuance;
Education and Experience: Bachelor’s degree or higher in financial management or public administration with emphasis in accounting, finance or related field, and/or ten years of work experience in fiscal management preferably in a governmental agency with working knowledge of FASB, GASB and CAFR, and experience with automated comprehensive financial systems and enterprise resource planning, or any equivalent combination of related education, training and experience. Requires expertise in payroll and fund accounting. Minimum of five years supervisory/management experience in finance is required. SCASBO Finance Officer designation preferred. School district experience preferred.
