JOB PURPOSE/REASON:
To oversee compliance and management of employee insurance programs and state retirement systems in South Carolina, which are administered by the SC PEBA, and employee leave administration. The Assistant Executive Director will also support the strategic direction of HRIS, Records Management, Unemployment, and E-verify. The Assistant Executive Director offers strategic leadership by clearly communicating departmental needs and plans to the Executive Director of HR Benefits & Business Services, as well as to other internal and external stakeholders.
PRIMARY POSITION RESPONSIBILITIES:
Provides overall leadership and direction in the day-to-day operations of Benefits and Business Services to include:
• Ensures accurate and efficient processing and management of employee insurance and retirement elections; • Facilitates the annual open enrollment process, which includes preparing employee communications and updating information on the Intranet, while collaborating with WARD services as a partner; • Develops, proposes, and implements process improvements to streamline benefit enrollment and ongoing changes; • Assesses the effectiveness of benefit presentations at New Hire Orientation and Open Enrollment with WARD services; • Cultivates and maintains strong working relationships with Payroll, Finance, WARD, and other internal & external stakeholders; • Ensures the District’s compliance with state and federal regulations regarding Insurances and Retirement, collaborating with staff to review and analyze changes in these laws and reporting necessary or suggested changes to the Executive Director; • Responsible for ensuring adherence to all relevant federal and state regulations, filing, and compliance requirements related to insurance programs, including the FMLA, ACA, HIPPA, and COBRA; • Oversees the administration of the District's leave policies, ensuring compliance with employee leave regulations, including the FMLA & other types of leave; • Manages the accrual of sick, vacation, and personal business leave, ensuring the timely processing of accrual earnings and routinely generating usage and earning reports for accuracy; • Regularly reviews leave-related policies to ensure compliance and recommends changes to the Executive Director of HR Benefits & Business Services; • Oversees and coordinates workers' compensation cases that include leave management; • Collaborates with Risk & Safety Services and Employee Relations to analyze, assess, and monitor employees who are on workers' compensation, while managing their leave and finalizing the outcome; • Directs and oversees the clearance, hiring, processing, and payment of all non-permanent employees; • Oversees the management of electronic personnel, benefit and leave records; • Manages and oversees district employment authorization using the E-verify process mandated under federal law by the US Citizen and Immigrations System to include proper completion and maintenance of I-9 forms and employment authorization documentations; • Directs the structure and oversees the management of the Districts employment verification process; • Establishes procedures to ensure employment verifications are processed timely & efficiently;
• Manages daily, semi-monthly, quarterly, and/or annual data imports and the administration of scheduled leave accruals. • Directs the structure and oversees the management of the Districts' unemployment process; ensuring all unemployment responses are handled efficiently and within the parameters mandated by the SC Department of Employment and Workforce; •Manages and oversees District obligation to SCDEW to include responding to correspondence, reconciling and submitting quarterly billing for payment, coordination, preparation and participation in unemployment hearings; • Develops and maintains a strong working relationship with Employee Relations, Payroll, Finance, Workers Compensation, and other internal & external stakeholders; and • Establishes procedures to maintain required documentation in compliance with all federal & state laws, CCSD policies, and state retention regulations.
REQUIRED QUALIFICATIONS:
EDUCATION: Bachelor’s Degree
EXPERIENCE & TRAINING:
• 5 or more years of direct work experience with managing insurance and retirement programs administered by the SC PEBA; • 3 or more years of work experience in managing employee leave (Family Medical Leave, Parental Leave, Sick, Vacation, etc.); • 2 or more years of supervisory responsibilities with strong coaching, development and leadership skills; • Strong knowledge of all pertinent federal and state regulations, filing and compliance requirements related to insurance programs, the FMLA, ACA, HIPAA, COBRA, and Workers Compensation; • Strong project management skills; • Demonstrated work experience with various databases; and • Proficient in standard computer operations, including Microsoft applications.
