SUMMARY:
The Human Resources Director is responsible for managing the day-to-day operations of the Human Resources Department. This includes planning, coordinating, and supervising recruitment, benefits administration, employee relations, and compliance with state and federal regulations. The Director ensures operational excellence and provides direct support to principals and supervisors across the district, enhancing overall efficiency and the morale of school district personnel.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
· Direct the recruitment, screening, hiring, and placement of instructional and support personnel.
· Lead the recruitment and selection process for district administrators.
· Issue and maintain contracts for professional and support staff employees as appropriate.
· Maintain current knowledge of South Carolina Department of Education (SCDE) and state regulations with regards to evaluations and contract level recommendations to assign appropriate contracts to certified employees.
· Oversee the onboarding and orientation process for all employees.
· Collaborate with administrators to develop and implement recruitment and retention strategies.
· Monitor and analyze retention dashboards and exit survey results to identify trends and recommend improvements.
· Maintain personnel records and reports as necessary to ensure compliance with state and federal regulations, including EEOC and Title IX.
· Stay up to date on South Carolina Department of Education regulations and advise on evaluation and certification processes.
· Keep abreast of governmental statutes, regulations, and rules relating to personnel administration and advise all relevant parties of the provisions of the law.
· Ensure accurate and timely processing of SLED checks, E-Verify checks, and other pre-employment requirements.
· Serve as a resource for employees on the district's employee benefit programs, including group health insurance, disability insurance, retirement plans, sick leave, personal leave, other leaves of absence, and other related or emerging employee benefit plans.
· Counsel employees referred by superiors or who voluntarily seek assistance.
· Work closely with principals and department heads to address personnel issues and improve workplace culture.
· Work with the Chief Human Resources and Administration Officer to assist principals in investigating, documenting, and improving employee behavior and performance.
· Coordinate with other departments to ensure seamless HR support and operations.
· Partner with Director of Administration and Employee Relations Coordinator to develop and implement professional development opportunities for certified and classified staff.
· Assist with research pertaining to personnel, including salary research, studies of staff characteristics, professional standards, and other pertinent projects.
· Serve as the district’s liaison with colleges for student placement as observers, teaching assistants, student teachers, and interns.
· Develop and maintain the employee handbooks.
· Review and update job descriptions to reflect current needs and requirements.
· Manage departmental budgets, including STARS and Retirement Banquet.
· Provide data for reports, including EEOC, Bureau of Labor Statistics, and CERRA Supply and Demand reports.
· Attend all scheduled and called Board Meetings which involve the discussion and/or approval of personnel matters.
· Maintain confidentiality in all employee dealings.
· Perform other duties as may be assigned by the Chief Human Resources and Administration Officer.
Education Certified Applicants
Master’s Degree in Education Administration or a related discipline; minimum of five years of successful teaching experience, teaching experience with adults desired.
Non-certified Applicants
Bachelor’s Degree in Human Resources, Business Administration, or a related field, Master’s Degree preferred; minimum of five years successful human resources, management, or related experience.
Must be able to effectively work with public in person, on the phone and through other electronic means, and have knowledge of human resources practices, fair employment laws, and educator licensing rules.
Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
CERTIFICATES, LICENSES, REGISTRATIONS:
Education Certified Applicants
Valid South Carolina Certificate in one of the following areas preferred:
· Elementary or Secondary Principal (Tier I, Tier II)
· Elementary or Secondary Supervisor
· Superintendent
Non-certified Applicants
Certification through SHRM, PHR, SPHR, HRCI or other recognized Human Resources professional certification.
