Chief Technology Officer

Position Overview
The Chief Technology Officer (CTO)serves as the district's senior technology executive, providing visionary leadership, strategic direction, and operational oversight for all instructional, administrative, and enterprise technology services. The CTO ensures that technology initiatives align with the district's mission, strategic priorities, and instructional goals to advance student achievement, strengthen operational excellence, and support data-informed decision-making.
The CTO develops and executes a comprehensive technology strategy that delivers secure, reliable, innovative, and sustainable technology solutions while fostering a culture of continuous improvement, collaboration, and innovation across the district.
Key Responsibilities
Executive Leadership & Strategy
Develop, implement, and continuously evaluate the District Technology Strategic Plan.
Serve as the Superintendent's and Executive Leadership Team's principal advisor on technology strategy, cybersecurity, digital transformation, and innovation.
Establish long-range technology priorities that support teaching, learning, operational excellence, and student success.
Present technology initiatives, recommendations, and performance metrics to district leadership and the Board of Trustees as needed.
Technology Operations & Infrastructure
Provide executive oversight of enterprise applications, data centers, cloud services, networking, telecommunications, classroom technology, and end-user support.
Ensure district technology systems maintain high availability, security, scalability, resiliency, and business continuity.
Lead disaster recovery and continuity planning for all technology systems.
Cybersecurity, Governance & Compliance
Establish and oversee district cybersecurity strategy, governance, and risk management programs.
Ensure compliance with FERPA, COPPA, CIPA, Section 508, state regulations, and other applicable laws and policies.
Develop policies and procedures for information security, data governance, privacy, and technology standards.
Budget, Finance & Vendor Management
Develop and manage the district's technology operating and capital budgets.
Oversee procurement, contract negotiations, software licensing, and vendor relationships.
Maximize return on technology investments while ensuring fiscal responsibility and operational efficiency.
Innovation & Digital Learning
Lead the evaluation and implementation of emerging technologies, including artificial intelligence, cloud computing, automation, and digital learning solutions.
Partner with instructional leadership to support innovative teaching and learning through technology integration.
Promote responsible and ethical use of emerging technologies.
Data & Analytics
Lead initiatives that strengthen enterprise data systems, business intelligence, reporting, and analytics.
Promote data-informed decision-making across instructional and operational departments.
Ensure data quality, integrity, security, and accessibility.
Leadership & Organizational Development
Recruit, develop, mentor, and evaluate technology leadership and staff.
Foster collaboration across departments to ensure exceptional customer service and technology support.
Build a culture of innovation, accountability, continuous improvement, and professional excellence.
Minimum Qualifications
Bachelor's degree in Information Technology, Computer Science, Information Systems, Educational Technology, Business Administration, or a closely related field.
Seven (7) or more years of progressively responsible leadership experience managing complex technology organizations.
Demonstrated success leading enterprise technology strategy, infrastructure, cybersecurity, and digital transformation initiatives.
Experience developing and managing multimillion-dollar technology budgets.
Strong executive leadership, communication, and relationship-building skills.
Preferred Qualifications
Master's degree in Information Technology, Educational Technology, Business Administration, Public Administration, or a related field.
Experience in K–12 education or another large public-sector organization.
Experience leading cloud modernization, enterprise systems implementation, and cybersecurity programs.

Maintain current knowledge of technology trends, cybersecurity threats, artificial intelligence, educational technology, and industry best practices.
Ensure compliance with all district policies, state regulations, and federal laws.
Attend Board meetings, executive leadership meetings, and community events as required.
Perform other duties as assigned by the Associate Superintendent of Operations or Superintendent.
