POSITION SUMMARY
Under general supervision, fosters the success of all students by supporting the Director of Adult Education in facilitating a shared vision of personal excellence and academic achievement. Supports the operation of the adult education program at the W. R. Rogers Center and satellite sites across the District by leading scheduling, student intake support, records oversight, community partnership coordination, and program compliance activities. Assists in the planning, implementation, monitoring, and reporting of academic and workforce training courses and programs in accordance with applicable laws, South Carolina Department of Education (SCDOE) regulations, District policies, and program procedures.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of federal and state laws, South Carolina Department of Education (SCDOE) regulations, Board policies, and District procedures governing adult education programs, including high school diploma, General Educational Development (GED), English as a Second Language (ESL), workforce development, special education, and Section 504 requirements for adult learners.
Knowledge of District/school safety and security procedures.
Knowledge of basic budgeting, purchasing, grant documentation, and financial procedures related to adult education program operations.
Knowledge of the development, planning, organization, implementation, and management of effective instructional programs and practices designed to the meet educational objectives of adult learners.
Skill in supporting adult learners through intake, goal-setting, problem-solving, and referral processes that promote educational and career attainment.
Advanced management, organizational, human relations, communications, and interpersonal skills. Skill in conflict resolution with the ability to develop and maintain effective working relationships with others.
Proficient skills in computer applications relevant to the position, including online adult literacy and workforce development management systems, student information systems (SIS), assessment/reporting platforms, video conferencing software, and District approved applications.

ESSENTIAL DUTIES
Assists the Director of Adult Education (Director) in the development, implementation, and evaluation of clear and effective procedures for the operation of the District adult education programs consistent with the District’s philosophy, mission, values, and goals.
Leads the development and maintenance of adult education course schedules, including dates, times, locations, staffing assignments, and room assignments for the W. R. Rogers Center and satellite sites. Aligns course offerings with District-approved platforms and program requirements for high school diploma, GED, college and career readiness, ESL, and workforce training.
Coordinates and supports the intake of new students in collaboration with W. R. Rogers staff; leads orientation, creation of student profiles, review of placement information, and development of individualized learning plans.
Implements required grading, attendance, assessment, and recordkeeping procedures for assigned program areas; monitors student progress; and ensures assigned attendance, academic, and program records are accurate, timely, and compliant with District procedures.
Supervises assigned support staff in the completion of reports, student records, scheduling, and front-office processes, as delegated by the Director.
Assists in the implementation and monitoring of student Individual Education Plans (IEP), Individual Assistance Team plans, and Section 504 Individual Accommodations Plans (IAP), as applicable. Assists the Director with ongoing compliance with state and federal special education regulations, including due process procedures. Serves as the LEA in meetings with students, administrators, and school staff, as assigned.
Serves as a liaison with students, staff, community agencies, workforce partners, and employers to communicate program procedures, coordinate services, and support participation in adult education opportunities, as assigned by the Director.
Collaborates with program staff and community agencies/companies to coordinate Integrated Education and Training (IET) partnerships for students.
Assists in the creation and maintenance of a safe, orderly environment that encourages students to take responsibility for their behavior. Enforces school rules, Board policies, and administrative regulations.
Assists in resolving issues involving students and staff, using appropriate conflict resolution and problem-solving strategies; refers serious or ongoing concerns to the Director.
Maintains the highest standards of ethical and professional behavior, including strict confidentiality regarding students and staff; serves as a positive role model demonstrating professionalism, collaboration, and respect for students, staff, and the community.
Collaborates with District staff to implement procedures for coaching, supporting, and monitoring staff performance. Coordinates initiatives that promote effective teacher collaboration, professional learning, and instructional best practices for in-person, online, and blended learning environments.
Assists the Director in implementing a program-wide approach to improving student achievement, persistence, and positive school climate. Uses data including achievement scores, grades, formal assessment results, summative assessment results, attendance, student discipline reports, and perception surveys to monitor program effectiveness, support the development of specific, measurable goals for student achievement, and make recommendations for program improvements.
Assists in the development and continual updates of program processes manuals that align with federal standards, SCDOE requirements, and District policies and procedures.
Assists the Director with vacancy postings, candidate screening, interviews, and hiring recommendations for faculty and staff.
Assists the Director in preparing grant proposals, collecting and maintaining required documentation, tracking grant-related activities, and submitting accurate reports in a timely manner.
Maintains required South Carolina educator and principal certifications; engages in ongoing professional learning through reading, seminars, conferences, and/or advanced coursework to remain current on adult education, leadership, and compliance requirements.
Demonstrates prompt, regular attendance and is available to work during normal business hours, eLearning settings, and after-hours events. Shares the responsibilities for supervising after-hours programs, as assigned by the Director of Adult Education.
Travels between the W. R. Rogers Center and satellite/community sites to support day, evening, and online programming.
Willingly performs other duties as assigned by the supervisor.
MINIMUM REQUIREMENTS Education: Master’s Degree or higher in Educational Administration or a related field is required.
Certification/License: Valid SC Professional certification in an area appropriate for the position is required. South Carolina Tier 1 or Tier 2 Principal certification is required. Must possess a valid South Carolina driver’s license or government issued picture ID.
Work Experience: Minimum of three (3) years of experience at the Professional certificate level as a lead teacher, program supervisor, or school administrator; or any equivalent education, training, and certification requirements that provide the required knowledge, skills, and abilities.
